Ruin Roleplay Pakistan — citizen rights, the Penal Code, and DOJ procedures aligned with the server rulebook.

01 / PreambleConstitution
This Constitution protects fair roleplay, individual rights, accountable law enforcement, and independent courts in Ruin Roleplay Pakistan.
LSPD and DOJ have equal institutional standing and different responsibilities. Neither institution is automatically superior to the other. Valid legal processes bind everyone within their scope; they do not give DOJ command of routine police operations.
The server rulebook and Server Management’s OOC enforcement take precedence over every IC law, warrant, SOP, court order, and factional rank.
02 / Article I — Your Rights (all 13)Constitution
1.1 Life and respect
Everyone has the right to live safely. Police or government cannot beat you, torture you, or treat you like an animal. Example: cop cannot punch you for fun after arrest.
1.2 You are innocent first
An accusation is not proof. Contested guilt is determined through court procedure, or a valid guilty plea. LSPD may investigate, arrest, process charges, and use authorized booking procedures on legitimate IC evidence. Rumor alone cannot justify punishment.
1.3 You can speak
You can talk, write, and join peaceful protests, even against police or mayor. But threats, cheating, or telling people to attack are crimes, not free speech.
1.4 Guns with license
You can keep a gun only if you have the correct Ruin Roleplay Pakistan gun license. Without license, or waving gun in public, police can charge you.
1.5 Police cannot just search you
LSPD may search when a solid, legitimate IC reason exists under server rule 7.2, including evidence, reasonable suspicion, an active investigation, observable crime, or arrest circumstances. Random searches are prohibited. Planned property raids must follow the Chief/DOJ warrant categories in Article II and Rules V. DOJ may review a challenged search through a reasoned legal proceeding; suppression, release, or sanctions are not automatic.
1.6 Short stop is not arrest
Short stop: police can stop you for a few minutes if they doubt you. No rights reading needed. Full arrest: police need strong proof, then they must read your rights when possible. An allegedly unlawful arrest may be challenged before an impartial judge, who must give an IC legal reason for any remedy.
1.7 You can stay silent
You do not have to answer questions that make you guilty. Staying silent does not mean guilty. Police cannot force you to confess.
1.8 No double case
Once court fully finishes your case, police cannot bring the same case again on same facts, except a proper appeal or big new proof.
1.9 Fair court and lawyer
You have the right to know your charges, tell your side, bring proof, and get a lawyer (free public defender or paid lawyer). But lawyer does not decide — judge decides.
1.10 Punishment must be fair
Judge gives punishment from the Penal Code only. No torture, no insult for fun, no extra jail beyond the book. Cop cannot make street punishment.
1.11 Everyone equal
Chief, mayor, rich man, gang boss, soldier — all stand equal in court. Rank, wealth, and employment do not create immunity or justify favoritism.
1.12 Other fair rights stay
If a fair right is not written here, it is not lost. DOJ can explain it later.
1.13 If police break your rights, come to DOJ
You may bring a supported legal challenge to DOJ. A court may dismiss unsupported charges, exclude unlawfully obtained evidence, or order release with a legitimate IC legal basis. Officer misconduct requires the proper investigation and hearing; contempt is not an automatic penalty for an allegation. Internal discipline remains with LSPD/IA, while criminal matters may involve DOJ.
03 / Article II — Equal Institutions & Defined AuthorityConstitution
2.1 Equal institutional standing
LSPD and DOJ are separate institutions. Neither outranks the other institution. DOJ controls judicial proceedings and lawful case orders; LSPD controls policing, investigations, tactics, and station security. Both follow server rules.
2.2 Valid orders
Serve orders with their target, authority, scope, and deadline. Recipients must comply with valid orders within those terms or seek a proper appeal or stay. Deliberate noncompliance may be charged only when the offense is established; disagreement alone is not contempt.
2.3 No immunity
Government officials, including judges and faction heads, may be investigated or arrested on sufficient IC evidence. No special DOJ permission is needed merely because the suspect works for DOJ. Senior-official cases require strong documentation and careful handling.
2.4 Judicial authority
Judges may review challenged arrests, evidence, warrants, and charges; issue qualifying warrants, subpoenas, and case orders; and decide cases within published limits. Every remedy needs an IC legal basis. Judges do not personally conduct arrests, searches, or tactical actions, and do not manage routine LSPD discipline or staffing.
2.5 Police authority and cooperation
LSPD develops investigations, gathers evidence, arrests suspects, transports prisoners, and executes valid court orders. DOJ provides the judicial processes needed for major cases. Neither may obstruct the other or use rank to settle personal disputes.
2.6 Chief, DOJ, and emergency warrants
The Chief may authorize documented operational warrants for evidence-supported, time-sensitive searches, criminal stashes, vehicles, and targeted case locations. DOJ approval is required for major business/government raids, senior-official searches, non-emergency large gang-HQ raids, high-level organized crime, and major seizures. Genuine immediate threats permit emergency action with documented reasons. Planned operations cannot manufacture an emergency. Rules V gives the full procedure. No warrant authorizes blanket KOS or overrides initiation, RDM, FearRP, or proportional force rules.
2.7 Emergency court orders
An authorized judge may issue a temporary, necessary, limited legal order within judicial jurisdiction. Record the reason, scope, duration, and review point. It cannot override server rules, give DOJ unrelated tactical command, or replace the police emergency exception.
04 / Article III — Institutional ResponsibilitiesConstitution
3.1 Separate responsibilities
DOJ handles judicial proceedings, legal review, prosecution, and qualifying warrants. LSPD handles arrests, investigations, evidence collection, public safety, pursuits, and tactics. Mayor/council may handle authorized city policy and budgets, but cannot decide individual guilt. Lawyers represent parties; an impartial judge decides the case.
3.2 DOJ leadership
The authorized Chief Justice leads DOJ under server rules. Judges exercise assigned jurisdiction; clerks and investigators maintain cases. Authority belongs to the appointed office and is not permanently attached to a named player.
3.3 Prosecution
DA/prosecutors present supported charges and may make lawful charging decisions. Judicial review must be reasoned, impartial, and within procedure; judges may not predetermine the prosecution’s outcome.
3.4 Defense
Defense lawyers have a fair opportunity to present evidence and argument. They challenge orders by motion or appeal rather than simply refusing them.
3.5 Other officials
Mayors, business owners, and other officials do not decide individual court cases unless an explicit, server-authorized appointment permits it. Conflicts of interest require disclosure and recusal.
05 / Article IV — Legal Hierarchy & Published LimitsConstitution
4.1 Order of authority
Server rules, management policies, scripted restrictions, and official economic schedules take precedence. Within IC law: this Constitution, the Penal Code and lawful case-specific orders within its limits, DOJ procedures, and factional SOPs apply within their respective scopes. A case order cannot invent an offense, override a sentencing cap, or grant powers forbidden by server rules.
4.2 Publication
Proposed IC laws must be written, reviewed by authorized leadership, receive required management approval, and be published with an effective date. DOJ cannot unilaterally amend server rules or official prices.
4.3 Proportional decisions
Use maximum sentences for the most serious supported conduct. Changes to charges, dismissals, and reductions need documented IC legal reasons. Fines, fees, and discounts must follow the official management schedule; wealth or personal dislike is not a pricing basis.
4.4 No secret offenses
Publish IC offenses and applicable penalties before enforcing them. The server’s OOC common-sense and loophole rule remains enforceable by staff; it does not let an IC official invent fines or jail terms.
06 / Article V — AmendmentsConstitution
5.1 Approval and publication
Write the proposed change, obtain authorized DOJ review and any required Server Management approval, and publish the version, effective date, and explanation. No IC signature can veto a server-rule change or permit a conflicting rule.
5.2 No factional shortcuts
Police memos, DOJ directions, and city papers cannot remove server protections or alter the equal standing of factions. Amend IC provisions through the proper published process.
5.3 Version history
Keep prior versions and record the date and reason for each amendment.
07 / Article VI — Time limits for casesConstitution
| Crime size | How long police can wait to charge (real days) | Simple meaning |
|---|---|---|
| Small crimes (misdemeanor) | 4 real days | File within 4 real days, subject to the documented tolling conditions below. |
| Big crimes (felony) | 8 real days | Police get more time. |
| Very serious (murder, hostage, terror) | No limit | Can be charged anytime. |
6.3 Clock stops when: you run away, police cannot find who you are even after trying, or a judge already gave a continuing warrant. Any continuing warrant or contempt proceeding must have a valid legal basis and follow its own terms. These IC deadlines do not limit staff reports or OOC enforcement.
08 / Article VII — General rulesConstitution
7.1 Who must follow: Everyone in Ruin Roleplay Pakistan, even visitors and new players.
7.2 Game vs real rules: This book is in-character law for RP. RDM, metagaming, harassment are out-of-character and staff handles them separately. Internal LSPD discipline is handled by LSPD/IA. A court may impose a legally justified case restriction through due process; only staff administers OOC sanctions.
7.3 If one line dies, rest lives: Cancelling one part does not kill the book. The server rulebook remains controlling throughout.
7.4 Simple words help, law wins: The easy notes help you understand, but if a note and the main line fight, the main line wins until changed.
7.5 Two other books: DOJ Rules = how court, bail, warrants, MDT work. Penal Code = crime names, fines, jail. Remember: fine = punishment money for crime. Fee = service charge for court work like bail paper, lawyer license. Fine never decides bail.
09 / Title I — Procedure, Classes & Sentencing (1100)Penal Code
1101 Infraction
An infraction carries no jail; apply only the fine listed in the official server schedule.
1102 Misdemeanor
Use the offense’s listed class and maximum. Where a listed misdemeanor carries more than 10 months, its specific row controls; the class alone does not impose a conflicting blanket 10-month cap.
1103 Felony
Use the listed felony classification and maximum, including felony rows at or below 10 months. Offense-specific entries control classification.
1104 One consistent sentencing framework
One sentence month equals one real minute of server jail time. Without a judicial sentence, the combined booking cap is 15 months normally, 25 months for supported aggravated conduct, and 10 months for a first-time offender; the lowest applicable offense/booking cap controls. A reasoned judicial sentence may exceed booking limits but not the listed offense maxima or 120 months combined. Credit applicable time already served, including time waiting for counsel under 1312. Do not add duplicate charges for the same offense. There is no automatic 1.5×, 2×, repeat-offender +25%, 75-month summary exception, or seven-year extension. Management’s official sentencing schedule takes precedence over these limits.
1105 Fines and authority
Use only the official management-issued Penal Code/Challan Price List. This supplied offense table contains jail maxima but no offense fine amounts. If no approved fine is published for a charge, do not invent or impose a monetary fine; request the official schedule. Judges and officers may not set amounts based on wealth, dislike, rank, or personal discretion. A listed jail maximum is not a monetary authorization.
10 / Title II — Meanings (1201–1218)Penal Code
1201 Class 1 gun: Handguns. 1202 Class 2: Semi rifles, short shotguns, high combat handguns. 1203 Class 3: Sniper and high auto rifles.
1204a Drugs: Weed and Oxycodone over 5 units, Meth, Cocaine, any other item expressly designated as a controlled substance by the official server item list. 1204b Tools: Thermite, advanced lockpick. 1204c Car mods: Level 3 illegal upgrades, full dark tint, nitro used in crime.
1205 Government property: Police cars, aircraft, buses, ranger cars, ambulances, airport and army vehicles.
1206 Public official: Elected or appointed to government post. 1207 Public servant: Works for government. 1208 Peace officer: Authorized law-enforcement personnel. EMS are medical responders and do not gain police powers from this definition.
1209 Conspiracy: Two or more agree to commit crime and one does a step. 1210 RICO: Law against ongoing crime groups. 1211 Racketeering: Crime by threat or force. 1212 Corrupt group: Group openly acting as criminals.
1213 Month: 1 month sentence = 1 minute server time. 1214 Aggravated: With weapon/threat or intent to badly hurt. 1215 A: Meth. 1216 B: Cocaine, Oxy. 1217 C: Weed. 1218 Trafficking: Sell, move, or bring illegal drugs, materials, or people.
Item, weapon, drug, and modification classifications apply only where recognized by official server systems. Possession thresholds and licenses follow the published server item/permit rules. The undefined “leather” reference is not an independent controlled-substance designation.
11 / Title III — General Rules (1305–1318)Penal Code
1305 Help a crime: Knowing assistance requires proof of the relevant offense and participation. Charge the supported offense; a maximum sentence is not automatic.
1306 Try a crime: Trying can be charged as the attempted crime.
1307 Plan a felony + do a step: A proven agreement and overt step may support conspiracy to the relevant felony. Planning alone is not a completed murder; completed murder requires proof of a killing and the required intent.
1308 City roads 50 mph, 1309 Highway 80 mph reference speeds.
1310 RICO: Leaders who order or help group crimes are liable too.
1311 Court cases: Court-marked charges go to DOJ; holding charges wait for court to finish.
1312 Time waited for lawyer counts, normal processing does not unless officers delay on purpose.
1313 Use max only for worst acts. 1314 Anyone can ask bench trial via court. 1315 Judicial sentencing: Any sentence above booking limits requires a reasoned judicial proceeding and a reasonable opportunity for counsel. Apply 1104 and the offense maxima; there is no separate summary-judgment cap.
1316 Protected locations: Green Zone rules remain in force; location alone creates no automatic fine/time multiplier. 1317 Official-duty victims: Document supported aggravating facts, but do not double penalties or bypass on-duty PD/EMS protections. 1318 Severe conduct: Courts remain within 1104 and listed maxima; OOC violations are referred to staff, not converted into extra IC imprisonment.
12 / Title IV — Against Persons (2100–2113)Penal Code

Fine: use only the official server price list under 1105.
Server protection: On-duty PD cannot be kidnapped or taken hostage. On-duty EMS cannot be robbed or kidnapped, or killed for medical duties. Codes 2108b/2109 do not authorize these scenes. Sexual assault, non-consensual ERP, sexual harassment, real-life threats, and OOC harassment remain prohibited and must be referred to staff; a listed IC offense or penalty never grants permission to roleplay prohibited conduct.
13 / Title V — Theft (2201–2207)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2201 | Petty Theft — small value steal | Infraction | Fine only |

| 2206 | Bank Robbery — bank/jeweler/finance | Fel | 15 |
| 2207 | Federal Bank Robbery — federally insured | Fel | 20 |
Fine: use only the official server price list under 1105.
Robberies have no minimum criminal, civilian, or on-duty police count unless a particular activity’s official rules or scripts require one. Activity maximums and all RP rules still apply. No fake hostages, reward farming, combat storing, or looting solely to take inventory. A criminal offense being listed does not waive scene rules.
14 / Title VI — Fraud (2301–2307)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2301 | Extortion — threats/force for money | Fel | 10 |

| 2306 | Forgery — fake IDs/plates/papers | Mis | 15 judge decides |
| 2307 | Antitrust — monopoly, price fix, sabotage | Fel | 30 judge decides |
Ransom, extortion, protection money, hostage and territory payments must stay within management’s Criminal Demand Table. No invented caps, forced emptying of bank accounts, duplicate demands, or major asset transfers without approved long-term RP. This table does not set a criminal demand allowance.
15 / Title VII — Property DamagePenal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2401 | Trespassing — stayed on gov/private land, no right | Mis | 5 |

| 2404 | Vandalism — broke other’s property | Infraction | None |
| 2405 | Vandalism of government property | Fel | 15 |
Use officially recognized Core Territory and public-area boundaries. Gang territory entry normally requires RP and a warning/opportunity to leave before escalation; it does not authorize shooting. Gang raids need developed IC conflict and the required prior public announcement, and must remain connected to the Core Territory. Police raids follow Rules V. Public roads and uninvolved players are not automatic targets.
16 / Title VIII — Public Administration + DOJ Protection (2501–2518)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2501 | Bribery — gave benefit to change official act | Fel | 10 |

| 2513 | Conspired to cheat money/property | Fel | 15 |
| 2514 | Broke restraining order | Fel | 20 |
| 2515 | Mask — wore mask in public office / blocked police and refused | Infraction | None |
| 2516 | Worked without a required permit (fine only as officially scheduled) | Mis | 10 judge decides |
| 2517 ★ | Interference with DOJ — intentional, evidenced obstruction or intimidation aimed at preventing lawful judicial duties. Good-faith complaints, lawful criticism, appeals, and legitimate LSPD actions are excluded. | Fel | 20 judge decides |
| 2518 ★ | Unlawful coercion against DOJ — unsupported detention, kidnapping, credible threats, or attacks to obstruct lawful duties. Legitimate police investigation, detention, arrest, or emergency response is not an offense merely because it concerns DOJ. Criminal guilt and employment discipline require their proper separate processes. | Fel | No separate maximum specified; use a supported underlying offense and its listed maximum, without duplicate punishment |
17 / Title IX — Public Order (2601–2613)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2601 | Disobeyed peace officer order/signal | Infraction | None |

| 2607b | Tampered court evidence to change case | Fel | 25 judge decides |
| 2608 | Animal Cruelty — hurt/killed animal on purpose | Mis | 10 |
| 2609 | Reckless Driving — willful danger | Fel | 10 |

| 2611 | Vigilantism — acted as police with no right | Fel | 15 |
| 2612 | Unlawfully took restricted government property (government vehicle theft: 2203c) | Fel | 15 judge decides |
| 2613 | Unlawful Assembly — 4+ group violence/risk | Mis | 5 |
The “4+” definition of riot/unlawful assembly is an element of these specific offenses, not a minimum-player requirement for illegal RP. High-ranking government corruption RP requires prior Staff/Management approval unless policy expressly allows otherwise. IC corruption charges do not authorize unapproved corruption RP.
18 / Title X — Drugs and Morals (2701–2706)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2701-1 | Had Meth (Class A) | Fel | 10 |

Listed offenses do not authorize forced romantic/sexual RP, non-consensual ERP, or sexually inappropriate behavior. Server conduct and consent rules remain controlling. Apply the official controlled-item list and permit thresholds; no undefined item may be treated as illegal by assumption.
19 / Title XI — Guns and Safety (2801–2809)Penal Code
| P.C. | Offense | Class | Max jail |
|---|---|---|---|
| 2801-1 | Had illegal Class 1 gun | Fel | 5 |

| 2923 | Street racing on public road | Mis | 10 |
No duplicate punishment for the same reckless driving act under 2609 and 2908. Reckless evasion 2903 must not be stacked with 2111, 2609, or 2908 for the same driving conduct. Distinct, evidenced offenses may be charged separately. Grapplers retain the server’s 30-second deployment window, 30-second attachment limit, and replacement/vehicle-change requirement after use.
21 / Title XIII — Charging, Bail & Service FeesPenal Code
Charging and sentencing
Prove each offense through proper IC evidence. Use the listed maxima and the single framework in 1104. Separate acts may support separate charges, but duplicate descriptions of the same offense may not be stacked. Judges must record reasons; no automatic location, victim-role, or prior-record multipliers apply. No one has immunity.
Bail
Bail is a deposit securing court attendance, not a fine. The supplied schedule is $2,500–$5,000 for misdemeanors and $10,000–$25,000 for felonies, with felony bail set through a judge. Very serious cases have no routine bail and require an authorized Chief Justice hearing. Any decision must follow management’s published bail policy and documented risk factors. No unlimited amount may be invented for an unpriced category.
Record the court date and any lawful conditions. Proven failure to appear may lead to forfeiture, a bench warrant, and the applicable charge through proper process; it does not impose automatic extra jail without adjudication.
Supplied service-fee schedule
| Service | Supplied fee | Condition |
|---|---|---|
| Case filing | $2,000 | Apply official exemptions only |
| Warrant request processing | $1,500 | Payment never purchases authorization or delays an emergency response |
| Lawyer license | $10,000 | Bar approval still required |
| Record-clearing application | $15,000 | Eligible after 14 clean days; judicial review, not automatic erasure |
| Pardon application | $25,000 | Authorized Chief Justice review; no guaranteed pardon |
These values are retained from the supplied constitution, not independently verified as the management price list. The current management-approved schedule controls; officials must confirm it before collecting a fee. No custom increases, unauthorized discounts, fake invoices, or personal withdrawals. Missing offense fines must be obtained from management, never guessed. Fine, bail, and fee are separate categories.
22 / Rules I — Why DOJ existsDOJ Procedures
1.1 Job: DOJ gives fair justice, protects court cases, makes sure the Constitution is followed, and checks that police and city work inside the law.
1.2 Who must follow: Judges, government lawyers, free lawyers, investigators, office staff, and anyone using DOJ power.
1.3 Power on others: If a rule says a normal person, cop, business, or gang must do something, DOJ may seek compliance through a valid, scoped legal process within server rules; this gives no authority over unrelated faction operations.
1.4 Secret papers: Private investigation files and sealed court papers cannot be shared outside without permission.
23 / Rules II — Promise and dutyDOJ Procedures
2.1 Promise: Every DOJ member promises to follow the Constitution, follow the law, do duty honestly, and protect DOJ respect.
2.2 Law first: Constitution and justice come before friends, money, or self.
2.3 Never cheat: No making fake proof, no fake report, no lying to court, no using badge for personal fight.
2.4 Be professional: Talk and behave properly on duty. Do not shame DOJ.
2.5 Look proper: Dress clean and correct for your job — judge, lawyer, investigator.
24 / Rules III — Secret informationDOJ Procedures
3.1 What is secret: Case files, sealed papers, investigation details, witness names, lawyer-client talks, and private DOJ chats.
3.2 Do not share: Never give secret info to a person who has no right. Example: telling a gang who is the witness.
3.3 Do not spoil a live case: Do not post or tell case details outside that can change the result unfairly.
3.4 Keep records true: Write files correctly. Never delete, change, hide, or burn a record to save yourself or a friend.
3.5 No personal use: Do not use DOJ computer, proof, or power to earn money or to take revenge.
25 / Rules IV — CourtroomDOJ Procedures
4.1 Judge is boss in courtroom, everyone follows. 4.2 Start: each side tells what they will prove. No lies. 4.3 Proof can be: people talking, papers, videos, bodycam, MDT, photos. 4.4 to 4.6 Ask your own witness simple questions. Tough leading questions only when allowed. Other side can cross-check to find lies. 4.7 End speech only about proof shown, no new stories. 4.8 If question is wrong, lawyer says objection, judge says yes/no. 4.9 Deliberate disruption, threats, or obstruction may lead to a reasoned contempt finding under the Penal Code, with a fair chance to respond where practical. Disagreement or a good-faith appeal is not contempt.
26 / Rules V — Warrants, Scope & Emergency EntryDOJ Procedures
5.1 Chief-authorized operational warrants
The Chief may authorize evidence-supported, documented, targeted operational warrants: time-sensitive raids, known criminal stashes, investigated criminal properties, vehicle searches, ongoing-case searches, immediate evidence recovery, and certain gang/criminal locations where delay risks destruction. Record the IC evidence, investigation, target, and policing purpose. Personal preference is not authorization.
5.2 DOJ-required warrants
Obtain DOJ approval for major business raids, government raids, high-level organized-crime cases, non-emergency large gang headquarters raids, elected/senior-official searches, large property seizures, long-term asset seizures, major legal/political consequences, and operations management reserves to DOJ. DOJ may approve, deny with reasons, seek evidence, narrow scope, or add lawful conditions.
5.3 Genuine emergencies
LSPD may act without waiting when there is active gunfire, immediate danger to hostages/life, hot pursuit, active destruction of evidence, or an ongoing violent felony inside. Record why waiting was unsafe and document the action afterward. A planned raid cannot be relabeled to evade DOJ.
5.4 Scope and records
Identify the person/property, suspected offense, supporting evidence, issuing authority, permitted searches/seizures, duration, and restrictions. One warehouse warrant does not authorize unrelated homes, vehicles, associates, or organization-wide seizures. Significant Chief warrants remain subject to proper DOJ review; review alone does not invalidate them.
5.5 Warrant periods and service
| Instrument | Scope / period retained from supplied procedure |
|---|---|
| Arrest warrant | Name and IC grounds; 7 real days, renewable through a supported application |
| Search warrant | Target and items sought; execute within 72 hours, report within 24 hours after execution |
| Bench warrant | Supported failure to appear; remains until execution or judicial withdrawal/review |
| Subpoena | Specified evidence/testimony and a stated compliance date |
| DOJ-authorized special raid / no-knock / wiretap | Supported application and plan; 24-hour authorization where the technique is allowed by server systems/rules. No blanket KOS authority |
5.6 Force and territory
No paper overrides server combat rules or creates a free-fire zone. Force must remain proportionate and grounded in the actual scene. Respect Core Territory boundaries and uninvolved players.
5.7 Challenges
Challenge suspected fraud, conflicts, or abuse through leadership, legal review, appeal, or staff when a server-rule issue exists. Do not arbitrarily ignore valid orders.
5.8 Integrity
No fake orders, fabricated evidence, retaliation, or obstruction. Judicial and police authority remain within their separate responsibilities.
27 / Rules VI — Arrest and Case StartDOJ Procedures
6.1 Police need a real reason (saw crime = probable cause) or a judge paper to arrest. 6.2 If they arrest you, they must read your rights (Miranda: silent, lawyer). 6.3 DA (government lawyer) checks the report and decides charge or drop. 6.4 If proof is weak, case is dropped or sent back for more proof. 6.5 If new proof comes, new charges can be added. 6.6 Every case gets a number like CR-25-0001.
Full flow in simple steps: 1 Arrest → 2 Police file report in MDT within 24 hours → 3 DA checks → 4 First court (judge reads charges, you say guilty / not guilty) → 5 Bail hearing → 6 Both sides share proof, ask to drop → 7 Trial (normal judge, or 3-5 people jury for big cases if CJ allows) → 8 Judge says guilty / not guilty → 9 One appeal to Chief Justice within 3 real days.
Ordinary lawful police booking under 1104 need not wait for every case to receive a live trial. Serious/court-designated and contested matters use the legal process without arbitrary detention. New charges require new support and must respect finality/no duplicate-case protections. If the Chief Justice handled the original case or has a conflict, another authorized impartial reviewer must hear the appeal.
28 / Rules VII — EvidenceDOJ Procedures
7.1-7.2 Keep proof safe, write who touched it (collect → carry → store → court). 7.3 DOJ investigators can ask witnesses, collect papers, make reports, speak in court. 7.4-7.5 Never make fake proof, never hide or break proof. That is big crime. 7.6 Never scare, pay, or teach a witness to lie. 7.7 Active case files are locked, only allowed staff. Bodycam and MDT must be saved minimum 7 days.
Mandatory evidence preservation: Press F1 → open the F1 Menu → select SAVE POV after serious/disputed scenes whenever reasonably possible and when staff directs. Preserve original context. OOC recording for staff is always allowed under these rules; it becomes IC evidence only if obtained through legitimate IC means. No staff-tool, spectator, Discord, stream, or other OOC intelligence may be laundered into an IC case. Explain genuine technical failures honestly; staff reviews available evidence and logs.
29 / Rules VIII — Government lawyer and your lawyerDOJ Procedures
8.1-8.2 Government lawyer (DA): Fights for the city using proof and law. Can choose to charge, drop, or make a deal for less jail if you accept guilt. Any judicial intervention must have a documented legal basis and remain impartial. Plea deals must stay inside official sentencing and fine rules.
8.3-8.4 Your lawyer: If you have no money, a free public defender can help if available. If you have money, you can bring your own licensed lawyer. Both must follow Bar rules.
8.5 Lawyers must be honest: No fake proof, no lies to judge, no blocking the case on purpose.
8.6 No double role: If a judge or lawyer is friend, family, or partner of one side and cannot be fair, they must step out.
30 / Rules IX — BailDOJ Procedures
9.1 Bail is NOT punishment. It is deposit money so you promise to come back to court. You get court date, you go home till then.
9.2 Amount is fixed by Penal Code: small $2,500-5,000, big $10,000-25,000, very serious cases require an authorized Chief Justice hearing under published policy; no unlimited bail amount may be invented. Management’s official schedule overrides these supplied ranges.
9.3 Judge can add rules: stay away from victim, no contact, no leaving city.
9.4 FTA (Fail to Appear): A proven failure to appear may support a bench warrant, deposit forfeiture, and a charge under the proper procedure. Additional jail is not automatic.
9.5 Everything is written in case file.
31 / Rules X — Lawyer licenseDOJ Procedures
10.1 Only licensed can fight cases: Without Bar permission you cannot stand as a lawyer in DOJ court.
10.2 Behave like a lawyer: Follow honesty and respect rules of Bar and DOJ.
10.3 No fake title: Do not say you are a senior lawyer or have powers you do not have.
10.4 Keep client secrets: Do not tell your client’s private talks, except when law forces you.
10.5 If a lawyer does very bad: DOJ can check, stop license for some time, cancel license, or send for criminal case.
32 / Rules XI — Police Accountability & Due ProcessDOJ Procedures
Supported complaints of excessive force, bribery, wrongful arrest, concealed evidence, perjury, or obstruction may be investigated. LSPD Command/Internal Affairs handles internal disciplinary matters; DOJ handles relevant criminal proceedings and judicial review.
LSPD must provide relevant evidence through proper process. Sensitive undercover operations, witness protection, informants, active investigations, and tactical information may require controlled disclosure or justified delay. Leadership must give a reasonable IC explanation and arrange a lawful protective process; this is not a blanket right to ignore an order.
DOJ does not automatically fire, demote, or take command of officers. A court may impose a supported, scoped legal restriction after due process; employment discipline follows LSPD’s chain of command. Officials suspected of crimes remain subject to legitimate investigation. Neither institution may retaliate or use security rules to obstruct the other.
33 / Rules XII — Respect and Safety for DOJ Staff (simple explanation)DOJ Procedures
What is this rule? When a DOJ judge, lawyer, clerk or investigator is doing their duty in court, on radio, or in an investigation, everyone must talk to them with respect and must not block their work.
1. Bad behaviour in court or during duty: Intentional disruption of court or willful violation of a valid order may support contempt with documented reasons and a chance to respond where practical. A rude opinion, lawful criticism, good-faith complaint, or legitimate police action is not automatically contempt. Do not add duplicate punishments for the same offense.
2. Threats to DOJ or their family: If you say you will beat, kill, or harm a judge/lawyer or their family because of a case, that is a very serious felony with long jail. Example: I will kill you after court.
3. Repeated harassment: If you keep following, spamming messages, or abusing a DOJ member again and again, the court can give a protective order (stay away paper). If you break it, you go to jail.
4. False complaint: If you make a fake report against a DOJ member only to take revenge or disturb their work, you will be punished. But if your complaint is honest and true, even if you are wrong, you are safe. Good complaints are always allowed.
5. No revenge: No one can punish you for making a true complaint, for being a witness, or for helping an investigation. Revenge itself is a crime.
6. How to behave in court (simple): Wear proper clothes, no mask, no weapons. Stand when judge comes. Call judge Your Honor. Do not interrupt. No disruptive OOC talk. Public IC recording or broadcasting in restricted court proceedings requires permission, but F1 → SAVE POV and OOC evidence preservation for staff must never be prohibited. Authorized DOJ security and LSPD invited for security may carry proportionate approved weapons; genuine emergency responders are not unreasonably disarmed.
34 / Rules XIII — No favourDOJ Procedures
Tell if you know them: If the judge or DOJ member knows one side as friend, family, business partner, or gang, they must tell openly.
Step out if unfair: If the relation can change the decision, they must leave that case to another judge.
Example: Judge cannot decide his brother’s robbery case. A DA cannot help his gang friend escape.
No favour: Never use your chair to help a friend, relative, or group wrongly.
35 / Rules XIV — No bribe or power misuseDOJ Procedures
Bribe: Never offer, ask, take, or help pass money, gifts, or favours to change a DOJ decision. Both giver and taker are punished.
Misuse: Never use badge power for revenge, to earn money, to help friends, or for any wrong personal reason.
Gifts: Do not take gifts or free benefits that can bend your decision. If in doubt, say no.
Lies in papers: Never write lies in reports, oath papers, or court forms. That gives discipline plus a new criminal case.
Checking DOJ itself: If a DOJ member is suspected of big corruption, LSPD may conduct a supported criminal investigation; an impartial DOJ reviewer handles judicial proceedings. No retaliatory investigation or conflicted review is permitted. Senior-government corruption RP requires prior Staff/Management approval unless policy expressly allows otherwise.
36 / Rules XV — Punishment for DOJ staffDOJ Procedures
Small mistake: talk, warning letter, extra training. Big mistake: stop work without pay, remove from case, demote. Very big (steal, fake proof, abuse power, block justice): fired from DOJ + criminal case. More punishment if: did many times, used badge power, took revenge, broke proof, took bribe, scared people. Less punishment if: helped fix, first time, honest mistake. Everything written in file.
37 / Rules XVI — Complaint against DOJDOJ Procedures
How to complain: Any person can give a written complaint through the official DOJ report place. Write date, place, name, and what happened.
True complaint is safe: If you complain honestly, you will not be punished even if proof is less.
Fake complaint is crime: If you knowingly make a false story to trouble a judge or staff, you can be jailed or fined.
What happens next: An allowed checker studies it. Result can be: proved true, proved false, or not clear. If punished, the staff member can ask for one internal re-check.
38 / Rules XVII — Talking for DOJDOJ Procedures
Only allowed person speaks: Only the person Chief Justice allows can give official news for DOJ. Others cannot.
No fake voice: Never say I speak for DOJ when you do not. That itself is punished.
Media care: Do not tell secret case details on stream, Twitter, Discord, or news without permission.
Chat manners: Use official DOJ radio and channels politely. Threats, abuse, or purposely disturbing chat is banned. Sentence reminder: Apply 1104, listed offense maxima, and applicable time-served credit. Prior history does not automatically add 25%.
39 / Rules XVIII — Emergency ordersDOJ Procedures
Office orders: Chief Justice or allowed leaders can give inside office rules, but they must match the Constitution.
Emergency court steps: If a big event (riot, mass escape, court attack) can break justice, allowed judges can give quick temporary rules permitted by law.
Limit: Emergency rule does only what is needed for that danger, for short time. It can never permanently kill the Constitution.
Start now: Emergency order works from the minute it is announced. Ready papers (forms) you will use: arrest paper, search paper, bench paper for missing court, case start papers, call-to-court papers, drop-case request, re-think request, contempt request, final order, final judgment, clear-record, pardon, info request.
Emergency directions cannot override server rules, invent prices, authorize KOS, or command unrelated LSPD tactics. Police retain the genuine emergency entry powers in Rules V.
40 / Rules XIX — Mutual Faction CooperationDOJ Procedures
Help: Every government team must help with a legal DOJ ask or order — police, medics, mechanics, city office.
Save papers: Once told about a case check, teams must save CCTV, logs, bills, and files and not delete them.
Fight between teams: If police and another team fight on law, DOJ listens and decides where allowed.
No blocking: No team or officer can purposely stop, hide from, or disturb a DOJ check or court case. Blocking is itself a crime.
Cooperation is mutual: DOJ also respects LSPD investigations, operational security, and lawful criminal cases against DOJ personnel. Use direct discussion, leadership meetings, Chief/DOJ leadership discussion, then formal legal proceedings; involve staff for server-rule matters or when necessary. Mechanics and EMS retain their server protections. Weazel News may report legitimately obtained IC information from safe public areas, subject to reasonable court/perimeter restrictions.
41 / Rules XX — Good behaviourDOJ Procedures
Act serious: Your dress, talk, and acts must match the respect of court work.
Be neutral: Never decide by friendship, hate, gang, money, fame, or outside pressure. Only proof and law.
Do not misuse case: Never use a case to scare, blackmail, or take wrong benefit from someone.
Learn your work: Try to know the rules of your own job — judge, lawyer, investigator.
Follow boss orders: Follow legal orders from your allowed senior inside their power.
Free-time acts count too: If off-duty you do a big shameful act that breaks DOJ trust or safety, DOJ can still check you.
42 / Rules XXI — PunishmentsDOJ Procedures
Step by step: 1 Warning talk, 2 Written sorry letter in file, 3 Money fine, 4 Contempt jail in court, 5 Stop work for some days, 6 Remove from that case or duty, 7 Cut license or powers, 8 Remove from DOJ job, 9 Send for criminal case, 10 Any other legal fix.
Can add together: One mistake can get two punishments together if law allows both — for example faction action plus court contempt plus criminal case.
Fast action: If someone threatens DOJ safety or breaks a live case, DOJ can act at once with emergency steps.
DOJ employment sanctions apply to DOJ personnel within its authority. Any monetary sanction must already be in the official price schedule. Court punishment needs a proven legal basis and must follow 1104 without duplicate criminal penalties. LSPD staffing decisions follow its own chain of command; OOC sanctions belong to server staff.
43 / Rules XXII — Amendments, Sentences & Record ReliefDOJ Procedures
22.1–22.6: These procedures follow the server rulebook and Constitution. Invalid provisions do not invalidate the remainder. Authorized DOJ leadership may propose and publish amendments with required management approval; no individual signature overrides server policy. Keep version and effective-date records.
Sentence calculation: Use 1104 only: applicable booking limits, judicial offense maxima, 120-month combined judicial ceiling, and time-served credit. No automatic prior-record uplift or seven-year extension. Distinct proven acts may support separate charges, never duplicate penalties for the same offense.
Record clearing: After 14 clean days, a person may apply for judicial review. The supplied $15,000 application fee is subject to the official server schedule; payment alone does not erase a record. Preserve audit history and OOC enforcement records.
Pardon: The supplied $25,000 application fee is subject to the official schedule. An authorized Chief Justice may decide with documented legal reasons and without conflicts of interest. Payment never guarantees approval, and an IC pardon cannot reverse an OOC staff sanction.
44 / Rules XXIII — DOJ Security & WeaponsDOJ Procedures
23.1 DOJ’s own security
DOJ must hire and maintain security for normal courthouse operations, judges, courtroom control, buildings, and internal prisoner movement. LSPD is not the default replacement for routine staffing.
23.2 LSPD assistance
Request LSPD for high-risk hearings, major gang/organized-crime trials, credible threats, large public hearings, dangerous prisoner transport, emergencies, riot risks, or major government events. LSPD provides reasonable support based on personnel and priorities.
23.3 Command boundaries
The judge controls court proceedings. LSPD remains under LSPD command for security tactics and enforcement, coordinating with DOJ security. Judges request intervention rather than personally executing arrests or searches.
23.4 Weapons in police stations
DOJ personnel must obtain permission from LSPD leadership or the responsible ranking officer before bringing weapons into a police station. Restricted areas require authorized access and applicable screening/escort. Government status is not unrestricted access.
23.5 Weapons in DOJ facilities
Administrative visitors follow screening and weapon restrictions. LSPD formally requested for security may carry required pistols, justified long guns, less-lethal equipment, armor, and tactical equipment proportionate to the threat. Genuine emergency responders must not be unreasonably disarmed. No weapons are used merely to display institutional superiority.
23.6 Joint planning
Coordinate entry screening, transport, perimeter, courtroom coverage, evacuation, and secure routes for high-risk cases. Respect lawful access and court orders; do not weaponize building-security procedures to obstruct another faction.
45 / Rules XXIV — Integrity & Server ProtectionsDOJ Procedures
No leader may fabricate evidence, retaliate for good-faith reports, protect friends through rank, or order a server-rule breach. Disclose conflicts and arrange an impartial replacement. LSPD needs DOJ for judicial processes; DOJ needs LSPD for investigations, arrests, tactical enforcement, transport, and high-risk security.
Preserve scenes and report rule disputes afterward whenever reasonably possible. Use F1 → SAVE POV. IC court decisions do not supersede staff rulings, and IC appeals do not replace the official staff appeal process.
Faction funds, fees, fines, invoices, permits, medical charges, mechanic repairs/towing, and legal services follow the official server schedules. No invented prices, favoritism, fake transactions, personal withdrawals, or transfers of restricted government equipment.
Criminal demand limits, robbery player-count rules, gang territory boundaries, PD/EMS protection, Green Zones, Weazel News rules, mechanic scene restrictions, and all combat/integrity rules remain binding. A Penal Code offense is not permission to perform RP prohibited by the server.
No matching sections. Try an offense code or a shorter search phrase.
